For this, the OS user must be in “log on as a batch job” and “log on as a service” in the local security police of the server.
To do this :-
Go to "Control Panel" -> "Administrative Tools" -> "Local Security Policy."
Within "Local Policies", go to user "Right Assignment."
Add the user to "Log on as a Batch Job." And "Log on as a service".
